Call to Order: G. Poulson, President, called the meeting to order at 12:15 p.m.

  3. Requests to address the board:  None

Minutes: C. Chapman moved approval of the August 23, 2011 minutes, J. Ashford seconded.  Motion carried.

Bills for Payment/Financial Statements:
P. Cox reviewed the bills for payment in the amount of $227,727.88 and moved approval.  S. Martin seconded.  Motion carried.

President's Report:  G. Poulson noted the regularly scheduled November Board meeting falls on the 22nd, so he moved that the board meet on November 29th instead.  T. Iaccarino seconded.  Motion carried.  The December board meeting will remain scheduled on the 27th but may change if necessary.

Approval of 2013 System Budget: S. Martin moved approval of the 2013 System budget as recommended by the Budget/Finance/Personnel committee.  K. Michaelis seconded.  Motion carried.

Approval of 2013 System Plan:  J. Ashford moved approval of the 2013 System Plan on behalf of the budget/finance/personnel committee.  N. Brien seconded.  Motion carried.

Committee Reports:
Budget/Finance/Personnel Committee: 
Approval of Investment Proposal from First Business Bank (FFB):
Kerrie Goeden noted the investment policy adheres to the current SCLS Investment Policy and the proposal is as follows:
a.  Continue to invest SCLS operating capital in the FBB money market.  These are funds required for day-to-day operations.  This account is 100% liquid, low-risk, and yields a .75% rate of return.

b.  Invest the Technology, ILS, Enterprise Wireless and Library Online reserve funds in the Fixed Income Portfolio.  This fund is the most conservative fund next to the money market, is 100% liquid, low-risk, and yields an average rate of return of 4-5%.  This fund is comprised of 90-95% fixed income and 5-10% equity.
c.  Invest the SCLS general/delivery reserve funds in the Moderate Conservative Portfolio.  This fund is the next most conservative fund to the Fixed Income Portfolio.  This fund is still lower-risk, is 100% liquid, and yields an average rate of return of 5-6%.  This fund is comprised of about 75% fixed income and 25% equity. 

S. Martin moved approval of the Investment Proposal from First Business Bank as recommended by the Budget/Finance/Personnel committee.  K. Michaelis seconded.  Motion carried with one abstention from C. Chapman.

SCLS Foundation Report
:  M. Van Pelt noted the membership survey results indicated libraries are interested in using foundation funds toward the purchase of ebooks as well as assisting in funding library hours of operation.  The full survey will be available at a later date. 
SCLS Board members are encouraged to donate toward the purchase of refreshments for the Cornerstone event.  Checks may be made payable to Janet Pugh.  The Cornerstone Event will take place November 8th at the Fitchburg Public Library from 5:30 p.m. to 7 p.m.

Circulation and ILL Statistics:
 No report.

System Director's Report:  M. Van Pelt noted the Kraemer Community Library in Plain is currently out of compliance.  The board received several documents including a compliance timetable for Plain. 
A brochure has been created offering SCLS design services by Deb Haeffner as well as a rate sheet.  Requests have already been received for Deb’s services.
Capital Fire and Security will be installing motion detectors with an alarm and a key swipe on the side door of the SCA headquarters.
SCLS will be hiring a new technology team member.   Vicki Teal Lovely’s position has been revised to include her current position as ILS Project Manager as well as the Technology Projects Manager.   An intern has been hired as an LTE to work on a content database which will assist the help desk.
Diane Creola, Director of the Pittsville Public Library, is retiring.
Steve Platteter was hired as the new System Director of Arrowhead Library System.  He comes from the Mid- Wisconsin Library System.  Mid-WI Library System currently does not have a director or Technology Manager.

Other Business: S. Martin inquired about SCLS using the Albrecht Consulting Firm on a monthly basis.  The Support Services Specialist uses the firm to assist in Quickbooks as a check and balance procedure as well as troubleshooting and additional review of the books.

Information sharing:  C. Chapman noted the WLA Annual Conference will be held in LaCrosse October 23-26.   WLTAF will be holding its annual meeting at that time with two workshops in the afternoon.  The recently appointed chair of WLTAF is Kathy Pletcher.
