Approval at the November 22, 2013 Board of Trustees Meeting

Call to Order: J. Harrington, President, called the meeting to order at 12:15 p.m. 

  1. Introduction of guests/visitors:  Denise Heimstead, recently appointed Portage County trustee, was introduced.
  2. Changes/additions to the agenda: Add Advocacy Committee under committee reports.
  3. Requests to address the board:  None

Minutes:  G. Poulson moved approval of the September 26, 2013 minutes.   Motion seconded and carried.

Bills for Payment/Financial Statements:
G. Poulson and J. Harrington reviewed the bills for payment in the amount of $104,835.65 and moved approval.  T. Iaccarino seconded.  Motion carried. 

Board Member Biographies: 
None.  L. Davis Brown and H. O’Donnell will provide their biographies at the November meeting.

Committee Reports: 
Advocacy:  M. Nelson noted the committee will be meeting following the board meeting.  WI Library Legislative Day is 2/11/13.  All are encouraged to register and attend – mileage and registration costs are covered by SCLS.  Talking points are available from the SCLS website and/or Mark Ibach.  The WLA website offers “legislative alerts”.  National Library Day in Washington D.C. will be May 5 & 6.  SCLS will pay for one trustee to attend.  Applications will be available at the November board meeting.

Action Items:  None

SCLS Foundation Report:  Will be meeting following the board meeting to finalize the cornerstone event details and review the disbursement policy.  To date, the foundation has received $5,575 toward the cornerstone event!   

Circulation and ILL Statistics:  No report.

System Director's Report:  M. Van Pelt noted SCLS has entered into an agreement with the Southwest Wisconsin Library System (SWLS) to designate Shawn Brommer as the official Youth Services Consultant to SWLS.  A contract is also in the works to provide Continuing Education Consultant services to the Arrowhead Library System. 
Denise Heimstead has been appointed to the SCLS board from Portage County.
Bill Fetty has resigned from the board.
Dane County Supervisor, Maureen McCarville, has been nominated to the board.
Michael Howe is interested in being on the board and has submitted his application to Dane County.
The Cost Formula Work Group has begun working on 2015 numbers.  Major changes to ILS and Technology fees to allow more “ala carte” options to member libraries are being investigated by the work group.
M. Van Pelt will be a guest lecturer at SLIS regarding the management of public libraries.

Corey Baumann, newly hired Delivery Services Coordinator, will attend the November board meeting.  He will be meeting with Bruce Smith to discuss the budget and other delivery managers will be cross trained regarding the delivery budget as well.

Administrative Council (AC) Report:   The AC discussed the All Directors agenda.  Plumer Lovelace, Director of WLA, will be attending the all directors meeting to participate in discussion of how to gain support for libraries in tough times.  The October 17, 2013 Minutes may be viewed here:

Other Business:  
SCLS Strategic Planning:   The last strategic plan was created in 2006 and it is time for a new plan.  The board members that are interested in working on the plan need to determine a time to meet.

Formation of Nomination Committee:  G. Poulson, J. Ashford and F. Cherney volunteered to serve on the nomination committee.  G. Poulson will be chair and recommendations will be presented at the December board meeting.

New Dane County board member:
  J. Harrington noted the Leadership Greater Madison may be a good resource for a Dane County representative to the SCLS board.  The program is designed for those who live and work in Dane County and want to enrich their lives by engaging in issues to help advance the greater Madison community.  An application will be completed by Jennifer to begin the process.

Information sharing:
S. Martin noted Cassandra Lull was hired as the Director of the Angie W. Cox Public Library in Pardeeville.
An email of future board meeting dates will be emailed to the board.  The November Board meeting will be held Friday, 11/22 instead of Thursday, 11/28.  The December board meeting will be held Thursday, December 19th, instead of Thursday, December 26th.  Both will be at SCLS headquarters at 12:15.
