1990
January Weekly SCLS member public library delivery volume totaled 30,288 items in 1989.
Four Vehicle Fleet: 3 vans & 1 truck.
July Began coordinating intersystem border delivery connections among Arrowhead (Orfordville), Kenosha County (KPL SW Branch), Lakeshores (Elkhorn) and Milwaukee Public Library to transfer ILL materials between Madison and Milwaukee.
1991
December Began twice-a-week intersystem delivery service to the six Northeastern Wisconsin Public Library Systems of Eastern Shores (Sheboygan), Manitowoc-Calumet (Manitowoc), Mid-Wisconsin (Fond du Lac), Nicolet (Green Bay), Outagamie-Waupaca (Appleton) and Winnefox (Oshkosh). Funding Source: Cost-sharing by participants.
1992
May Last Geac-based SCLS public library delivery service volume sample taken. Geac circulation system limping along on turbo-drive awaiting next generation Dynix OPAC shared catalog. Weekly SCLS public library delivery volume benchmark is 33,684 items.
1993
January Awarded one-year LSCA grant funds to demonstrate three-day-a-week intersystem service by connecting the six Northeastern Wisconsin Public Library Systems to the seven Southern Wisconsin Public Library Systems of Arrowhead (Janesville), Kenosha County (Kenosha), Lakeshores (Racine), Milwaukee County (Milwaukee), South Central (Madison), Southwestern Wisconsin (Fennimore) and Waukesha County (Waukesha).
1994
January UW-Green Bay/Cofrin Library and UW-Oshkosh/Polk Library joined 13 public library systems to successfully complete the project in its cost-recovery stage. Funding Source: Cost-sharing by participants.
Added another vehicle. Five Vehicle Fleet: 4 vans & 1 truck.
June Leased additional commercial office space to set up a second sorting facility to handle increasing public library and intersystem delivery service volume.
July Began testing archival records delivery service from SHSW/Archives in Madison to Green Bay & Milwaukee ARCs.
October SCLS second generation shared catalog (Dynix) LINK consortium catalog went live replacing the Geac shared catalog/circulation system. Nineteen public libraries began offering dial-in capability and on-line hold requests via the LINKcat OPAC.
Began marketing LINK Express Delivery Service, a faster alternative to traditional interlibrary loan service, to area multitype libraries. Customers place a LINK hold from office/school computer workstations using institutional library cards. DCLS Bookmobile staff process the request and prepares materials for route delivery. SCLS Delivery Service delivers the requested item. This is a new, popular, fee-based service.
1995
January Awarded one-year LSCA grant funds to demonstrate three-day-a-week intersystem service by connecting the northeastern and southern Wisconsin public libraries to their counterparts in central and western Wisconsin.
In addition, UWS libraries and private colleges in all four regions became LSCA project participants.
Began providing archival records delivery service between SHSW Archives Division and its ARCs located on the UWS campuses of Eau Claire, La Crosse, Green Bay, Milwaukee, Oshkosh, Parkside, Platteville, River Falls, Stevens Point, Stout and Whitewater.
Added two vehicles. Seven Vehicle Fleet: 5 vans & 2 trucks.
April Weekly SCLS member public libraries delivery volume nearly doubled (33,684 => 60,538) within 7 months of the debut of the LINK catalog
June In response to the huge SCLS LINK delivery volume growth, began splitting the Dane County and Madison Public Library branch routes.
1996
January Successful completion of the second LSCA project established the foundation of the SCLS Intersystem Delivery Service connecting 16 public library systems, 20 UWS campus libraries and 14 private colleges. Level of service: twice daily, Monday-Friday to SHSW/Archives and WILS, daily Monday-Friday in Milwaukee and 3-day/week to the other areas of the state. Funding Source: Cost-sharing by participants.
Facilitated the new Open Return policy among the UW-Madison campus libraries.
Adams, Portage and Wood counties joined South Central Library System.
Added another vehicle. Eight Vehicle Fleet: 5 vans & 3 trucks.
Created the consolidated Sauk/Columbia Route by marketing daily, Monday-Friday delivery service to the three LINK Columbia county libraries of Lodi, Portage & Wisconsin Dells and the four LINK Sauk county libraries of Baraboo, Prairie du Sac, Sauk City and Reedsburg. Funding Source: Shared cost among the seven participating libraries.
April Weekly SCLS member public libraries delivery volume grew by 23% over the past year (60,538 => 74,577). Weekly Intersystem delivery volume increased by 21% (12,312 => 14,867)
June Began providing twice daily, Monday-Friday service to the seven Madison Public Library branches, Middleton and Monona Public Libraries to better accommodate their huge increases in delivery volume.
August Upgraded southeastern Wisconsin delivery service from 3-day/week to daily Monday-Friday at Carroll College, Carthage College, UW-Parkside and UW-Whitewater. Funding source: cost-sharing among participants.
1997
January Total 1996 SCLS Delivery Service library service stops = 31,504.
April Weekly SCLS member public libraries delivery volume grew by 16% over the past year (74,577 => 86,969). Weekly Intersystem delivery volume increased by 7% (14,867 => 15,976)
Added another vehicle. Nine Vehicle Fleet: 6 vans & 3 trucks.
July Archival container shipment volume: 1996-97 academic year = 1,041 containers.
1998
January Upgraded southeastern Wisconsin delivery service from 3-day/week to daily Monday-Friday at Kenosha County, Lakeshores and Waukesha County library systems.
Added another vehicle. Ten Vehicle Fleet: 6 vans & 4 trucks.
Total 1997 SCLS Delivery Service library service stops = 34,766 (Up 10%).
March DCLS Delivery Service Contract extended direct delivery service to all Dane County public libraries and outreach service facilities.
Added another vehicle. 11 Vehicle Fleet: 7 vans & 4 trucks.
April Weekly SCLS member public libraries delivery volume finally appeared to be leveling off with less than 1% growth over the past year (86,969=> 87,160). Weekly Intersystem delivery volume also appeared to be leveling off with less than 1% growth over the past year (15,976 => 16,123).
May Moved to large warehouse adjacent to UW-Madison campus for larger and improved workspace, garage, docks and parking.
June Reconfigured Dane County East & West, Sauk County and Western Wisconsin Routes to reduce driver fatigue and improve sorting workflow.
July Archival container shipment volume: 1997-98 academic year = 1,457 containers (up 40%).
September Upgraded northeastern Wisconsin delivery service from 3-day/week to daily Monday-Friday to Lawrence University, Manitowoc-Calumet, Mid-Wisconsin, Nicolet, Ripon College, UW-Green Bay and UW-Oshkosh. Funding source: Shared cost by participants.
October Facilitated Dane County Library Service's Outreach Service marketing campaign to increase the number of day care centers, nursing homes, senior centers and assisted living centers receiving direct delivery service. New record total of 88 Outreach facilities receiving delivery service.
November Began planning for delivery service growth stemming from increased resource sharing as a result of the next generation UWS shared catalog, Voyager.
Began meeting with the DLTLC Statewide Delivery Service Advisory Committee to coordinate study and planning delivery service matters affecting Wisconsin libraries.
1999
January Began providing twice daily, Monday-Friday service to the Sun Prairie Public Library to better accommodate its huge increase in delivery volume.
Total 1998 SCLS Delivery Service library service stops = 39,533 (Up 14%).
April Weekly SCLS member public libraries delivery volume grew by 26% over the past year (87,160 => 109,467). New total of 41 LINK Consortium Library locations.
Weekly Intersystem delivery volume has apparently leveled off with less than 1% growth over the past year and just in time before the next generation UWS Voyager catalog and the DLTCL linked systems project both slated for late 1999 or early 2000.
Added another vehicle. 12 Vehicle Fleet: 7 vans & 5 trucks.
July Archival container shipment volume: 1998-99 academic year = 1,850 containers (up 28%).
Reorganized the physical layout and workflow of the sorting process to increase efficiency, reduce sorter & loader fatigue and lower cost.
Reconfigured Dane County East & West, Madison Public Library East & West and Sauk County Routes to accommodate increasing delivery volume and improve sorting workflow.
August Began providing twice daily, Monday-Friday service to the Oregon, Stoughton and Verona Public Libraries to better accommodate their huge increases in delivery volume.
December Awarded University of Wisconsin System Delivery Service Contract to provide ground courier services to libraries on its 26 campuses.
2000
January Added MWF direct delivery service to the previously unserved UW campuses of Fox Valley, Manitowoc, Marshfield, Platteville, Richland, Rock County, Sheboygan, Washington County and Waukesha.
Subcontracted with Dunham Express to provided MWF service to the UW campuses in Barron County, Marinette County and Superior.
Total 1999 SCLS Delivery Service library service stops = 43,360 (Up 10%).
Began providing daily delivery service to the Winnefox Library System.
Added another vehicle. 13 Vehicle Fleet: 8 vans & 5 trucks.
April Weekly SCLS member public libraries delivery volume grew by 9% over the past year (109,467 => 119,421). New total of 43 LINK Consortium Library locations.
Weekly Intersystem delivery volume grew slightly by 1.5% from 19,761 to 20,045 items.
July Began providing Monday-Friday daily delivery service to the UW campuses of Fox Valley, Green Bay, Manitowoc, Marinette County, Marshfield, Oshkosh, Platteville, Richland, Rock County, Sheboygan, Washington County and Waukesha.
Archival container shipment volume: 1999-2000 academic year = 1,799 containers. Appears to be leveling off.
September Began providing daily delivery service to the Outagamie-Waupaca Library System.
October Began providing twice-daily delivery service to the new Madison Public Library Alicia Ashman Branch.
Added another vehicle. 14 Vehicle Fleet: 9 vans & 5 trucks.
November Began circulating LINKcat materials under the LINK Library Pick Up Location "ZZZ" for LINK Express customers.
2001
January Upgraded to Monday-Friday daily delivery service the remaining UW campus libraries of Barron County, Eau Claire, La Crosse, Marathon County, River Falls, Stevens Point, Stout and Superior.
Extended UW System Contract Delivery Service Contract to include UW-Madison Campus Libraries sorting and special requests contact.
Added daily delivery service to the previously MWF public library systems of Indianhead, Northern Waters, Winding Rivers, Wisconsin Valley.
In response to the large volume increases in Portage County bulk loan materials, split the Central Wisconsin Route into two routes-- one serving Adams & Wood Counties and the other Portage County and Wausau./td>
Upgraded all Madison Public Library branches and the public libraries of Middleton and Monona to daily three-times per day service to accommodate the growing volume of LINK materials.
Moved into adjacent new office quarters to free up more sorting workspace to better handle the increasing amount of library customers resource-sharing materials.
Total 2000 SCLS Delivery Service library service stops = 52,400 (Up 21%).
Added six vehicles. 20 Vehicle Fleet: 15 vans & 5 trucks.
Began actively marketing special request service on cost-recovery service.
April Weekly SCLS member public libraries delivery volume grew dramatically by 22% over the past year (119,421 => 146,233). New total of 44 LINK Consortium Library locations.
Weekly Intersystem delivery volume growth responded in similar fashion by 39% from 20,045 to 27,781 items.
May Added new shuttle route to the Madison Public Library-Central Facility to provide five-times-per-day service in order to maintain a more efficient LINKcat hold processing workflow.
June Launched new and improved SCLS Delivery Service web site to provide more delivery information and better market its services at: http://psw.scls.lib.wi.us/delivery
July New LINK Express marketing campaign with slogan, "Bringing the Public Library to the Workplace".
Conducted another delivery volume weekly sample. Results indicated a new development in which SCLS member public libraries' summer volume now reached 94% of its traditional peak April volume.
Launched new LINK Express Professional Courtesy Service in which staff of our SCLS-area delivery service customers may have their public library materials delivered to them at work.
Archival container shipment volume: 2000-01 academic year = 1,930 containers--a new record. (Up 7%)
September Added twice-daily delivery service to the public libraries of DeForest, McFarland and Waunakee to better accommodate their growing volume of delivery materials.
2002
January Added new delivery vehicle to the fleet. Spartan intermediate size van combines larger volume carrying capacity with small panel truck handling. Capable of handling loads of up to 60 red box containers, or double the carry capacity of its smaller van counterpart with only a slight decrease in fuel efficiency.
Total SCLS Delivery Service Volume set new record at 9,014,921 items. Comprised of the following elements:

Total 2001 SCLS Delivery Service library service stops = 57,719 (Up 10%).
Total Special Request Service included 159 requests for the transport of 3,907 boxes/bundles of materials, 36 large wooden book carts and 8 pieces of audiovisual/computer equipment.
March UW-Madison Campus's Book Retrieval Service commenced to provide patron-initiated returnable book transfers from one campus library to another.
June Major route reconfiguration aimed at reducing driver fatigue, streamlining material sorting workflow and simplifying evening vehicle loading & parking by splitting the heavily laden Madison and Dane County routes in smaller, more manageable components.
July Conducted summer delivery volume weekly sample. Results indicated a nearly 15% increase over last July. Summer volume maintained its previous trend whereby SCLS member public libraries' summer volume now reached 99% (only 1,500 items short) of its traditional peak April volume.
Archival container shipment volume: 2001-02 academic year = 2,313 containers--a new record. (Up 20%)
UWS Universal Borrowing service now provided to all UW campuses except for the Madison campus.
August Groundbreaking commenced at new consolidated delivery terminal. Completion date scheduled for December.
Second Spartan added to the fleet. It replaced the classic 1993 Chevy Van purchased with LSCA funding that retired at 388,888 miles.
September Added twice-daily delivery service to the Mt. Horeb Public Library to better accommodate its growing volume of delivery materials.
December In Business at our new delivery facility located at 1601 Gilson Street. Our new 15,000 square-foot facility contains a sorting area, offices, 20-stall garage and loading docks. Construction began in August and was completed in late November.
2003
February Two additional Spartan vans purchased. One replaces Van 7 a 1994 truck with 375,000 miles. The other becomes Van 21 of our 21-vehicle fleet.

Purchased new high pressure, softened and heated water mobile van washing system to better address fleet cleaning needs.
