Action Items: 
Accepted the recommendation to approve 2023 Mid-Year Budget & Notes from committees
Approved the 2024 Statutory Resource Services Agreement (no changes), 2024 Supplementary Services Agreement (no changes), and the 2024 Technology Services Cost Formula (no changes)

Call to Order: 12:15 p.m.  G. Poulson, President.  Jacob Wright was thanked for providing the refreshments and treats for the meeting.

a.      Introduction of guests/visitors: Katherine Elchert was introduced.

b.      Requests to address the Board:  None

Approval of previous meeting minutes: 5/25/2023

a.   Motion:  N. Foth moved approved of the 5/25/2023 minutes.  P. Cox seconded.
b.   Changes or corrections:  None

c.   Vote:  Motion carried.

 

Financial Statements:  M. Van Pelt provided an overview of the financial statements.   

Bills for Payments:  The payment amount is $139,453.35

a.   Motion:  P. Cox reviewed the bills for payment and moved approval.  J. Wright seconded.

b.   Discussion:  None

            c.    Vote:  Motion carried.

 

Presentation:  2023 Mid-year Budget – J. Honl noted the committee met to review the 2023 mid-year budget and notes. The committee recommends approval of the mid-year budget.  The wage grid was also preliminarily reviewed. 

Committee Reports:  

a. Advocacy:  M. Van Pelt noted the State Joint Finance Committee met and approved an additional $2 million in the 2024 budget for the Wisconsin Public Library Systems, but it needs to go to the legislature and the governor for approval. 

b. Budget/Finance & Personnel: 2023 Mid-year budget

c. Personnel:  System Director 6 months check in – J. Honl noted the committee met to review M. Van Pelt’s goals.  The review was positive.

 

Action Items: 

a. Accept the recommendation to approve 2023 Mid-Year Budget & Notes from committees

i. Motion:  N. Foth moved approval to accept the recommendation to approve the 2023 Mid-year budget and notes from the committee.  J. Wright seconded.

            ii. Discussion:  None

            iii. Vote:  Motion carried unanimously.

b. Approval of 2024 Statutory Resource Services Agreement (no changes), Approval of 2024 Supplementary Services Agreement (no changes), Approval of 2024 Technology Services Cost Formula (no changes)

i. Motion: J. Wright moved approval of the 2024 Statutory Resource Services Agreement, 2024 Supplementary Services Agreement, and the 2024 Technology Services Cost Formula.  D. Berland seconded. 
ii. Discussion:  None

                        iii. Vote: Motion carried.
           

Discussion Item:  D. Flanigan, Keller, Inc. Building Update – All the permits were approved and the steel is showing up today for the delivery portion of the building.  The data center is being finished this week and there is internal construction occurring.  Overall things are going well.  The challenge of receiving the permits was tough.  Greg Mickells, Madison Public Library Director, was thanked for his help in getting in touch with those who could get the permits approved.  J. Wright inquired if the challenge in receiving the permits was normal.  The City of Madison planning approval process is very unique and unlike any approval process in the state.  It was a monotonous process and the delays are costly. It is surprising, but not shocking. 

 

SCLS Foundation Report: The next meeting will be Tuesday, July 18 at 1:30.  It will be held 100% virtually. 

 

System Director's Report:  You may view the System Director report online.  Annual visits have begun.  The Oregon Public Library is in the middle of a building project as well as the Baraboo Public Library.  Oregon needs a gear switch and the building is delayed because it has not been delivered.  The following libraries have hired new directors:  Cross Plains - Elizabeth Clauss; Pardeeville - Kristina McGuire; Monticello - Brenda Massei; Cambria – Tammy Smith.  The Lester Public Library of Rome is looking for a new director since Renee Daley is leaving.
S. Feith inquired whether the “traveling librarian program” is still operational.  M. Van Pelt noted SCLS has a list of former directors that could fill in as Interim Directors but it is up to each library board of trustees to choose to do that. 

Administrative Council (AC) Report:  Met 6/15/2023.  You may view the minutes online. 

Information sharing: Thank you to Pinney Library for providing the space and J. Wright for providing the treats!   
J. Honl noted the Portage County librarians were very happy to be able to attend ALA in Chicago via the bus that SCLS rented.
