a.      Motion: C. Baker moved approval of the September minutes.  T. Campbell seconded.

a.      Circulation statistics and on library their impact on library funding (M. Ibach)

                                                              i.      There is a concern among the work group members if they decide to circulate in set and the impact on library stats and cross county reimbursement.  Library funding is based on circulation, home county, and adjacent county funding.  If you are in Dane, they use a different funding formula, circulation is included but in a different way. A more detailed explanation is available onlineWhen total circulation declines, the cost per circ increases. M. Ibach explained there are certain things that libraries should consider.  There were actually some libraries within SCLS that got more county reimbursement during COVID. It all depends on how your costs break out and where your circulation originates (county or municipality).  What percentage of total circulation do the multi-part DVD titles comprise?  Where do the multi-part DVD titles circulate most (county or municipality)?  Does your library have patrons who stopped checking out the multi-part DVD titles because they prefer to get all the discs at one time? Might they now come back to the library, which would increase the circulation of these items? Is the potential good will this creates with patrons worth it?  If patrons who like multi-part DVD titles currently spend a lot of time trying to manage getting single discs in viewing order, might they now check out more titles because of this change?

b.      Review Steering Committee work: matrix

                                                              i.      V. Teal Lovely reviewed the Matrix with three scenarios; stay the same, change with no retro, and change with retro.  Components; patron, library, financial interactions.  Broken out into other categories.

c.       Jamboard discussions in breakout rooms

                                                              i.      We broke into 4 rooms for over 20 minutes. 

d.      Post-jamboard discussion Q&A with Mark

                                                              i.      We reviewed the jamboards from each breakout rooms (links).  Change without retro would be confusing for patrons.  It is difficult to predict how circulation statistics will be affected.  Directors will face the challenge of explaining why the numbers went down to their boards.  The Steering Work Group will compile the jamboard discussions and bring it back to larger group.  What data would help you?  Could we get a report of what is the percentage of TV series circulation?  Collection code – wrinkle there are other things that are multipart, non-fiction might code as TV series and others as Non-fiction.  We will talk to C. Weber and J. Hosely on extracting data and how to present it.  The Steering Work Group will discuss this and decide what the topic will be at the next meeting.  At the next meeting, we’ll break out in to 3 groups instead of 4.

e.      Timeline: All Director’s meetings are scheduled for: March 17, 2022; May, 19, 2022; July 21, 2022; November 17, 2022.

                                                              i.      V. Teal Lovely reviewed these dates.  When we have a recommendation it will go to IC, then be presented at next All Directors meeting, and then a final vote would be taken at the next All Directors meeting.
